What's Happening Now – Soil Remediation
The DuPont site is being made ready for redevelopment in phases. The first phase was to identify areas where manufacturing operations were not conducted, and then to collect soil and groundwater samples to determine whether these areas could safely be released for redevelopment without the need for any remediation. In 2005, DuPont submitted the results of these investigations to the DTSC, allowing the Department to recommend the release of almost 48 acres on the site perimeter (the Western and Eastern Development Areas) for unrestricted future development.
Since then, additional investigations throughout the site have identified another 27 acres, Focus Area 1 (FA-1), that should be ready for release in late 2011 or early 2012 after public review and DTSC approval. After the addition of FA-1, 75 acres of the site will be available for development, including 22 acres currently set aside for the Oakley Generating Station.
FA-2 investigations in 2010 indicated that very little additional soil remediation will be required in this 39-acre area. Recommendations for both soil and groundwater remedies are nearing completion in FA-3, with final investigations wrapping up in 2011. Shortly after soil remediation and groundwater remedy approvals for FA-3 (expected in 2012), these additional 39 acres should be available for release. FA-4 will be the final phase of soil remediation and should be complete in 2014, or at the latest in 2015.
The overall Oakley remediation program is complex, and detailed review is required for all phases. However, if the site were not divided into logical areas according to this phased plan, it would be many more years before the entire sitewide corrective action program could be completed. The advantage of a phased program has been that resources are focused on significant areas of the site for early release and redevelopment. Lessons learned during remediation of site perimeter areas have helped to streamline decision-making for the remaining, more complex areas in the site interior.
